The system works as intended, like many other MMOs. FFXIV just has different rules of thumbs.

Bad players always exist in any games whether deliberate or not. They are also in the majority. For quality players depending on how harsh you define it, it can go as low as 0.1% of the players population but for a starter it's definitely less than the bad players around.
