I think the devs have possibly painted themselves into a corner with the Ast.
To an extent they played pretty safe with this new healer, copying several whm skills directly across. They stuck with the same Mind stat focus, so standard whm gear can be used while leveling. Even things like the Astro eso gear is identical to the whm in the core stats. So of course these copied skills are ok as they've been tried and tested for a long time.

It's the differences where there are possibly issues. If they do decide to carry out changes to these then it may take quite a while, as they will need to fully understand the consequences.
One of their goals is to make sure the Astro is well balanced against the other two healers, so they have a fine line to walk. Make it too strong and people will all go for it. Too weak and it will be the poor relation.

It is difficult, and may take a long time.
