Make it one. If can only post one thing a day people wont be so keen to waste it on trivial things. Do the same thing on twitter, facebook, reddit and youtube too aka limit to one post/comment per day per account holder. Not many people would be willing to make a new account every time want to make a new comment or post. The amount of vitriol, bile and trolling on such sites would drop dramatically. The downside is expect to see more walls of text in those singular posts.
