This quest only has a button for map, which says it cannot open at this time. I have no abandon or start options for this leve which means I can't do any leves in this region. PLEASE reset it in my character profile if possible.

The "Leves of (insert placename here)" quests are not leves themselves. When you accepted the quest, you should also have been offered a levequest from the levemete at the same time, and that is the one you need to complete. If you do not have any leves in the Coerthas Central Highlands, you need to talk to the levemete in Whitebrim again to get one.
