There's just been mentions of them coming. All we know is they'll be in buildings that consist of 512 (I think it was?) apartments each. We're still waiting on details, which I'd imagine would be some time at/around the fanfest events.

That's correct, IIRC. The 512 limitation is interesting because it happens to be the limitation of FC membership and therefore is the same number of Personal Chambers an FC house can hold. I think that the apartment system will be based around a Mansion belonging to a 'ghost' company. In effect a free company that exists purely to provide a stub for personal Apartments. That would permit a communal chocobo stable and even gardens, although the number of garden plots and whatnot would be an issue.

It would certainly be easier to create a special purpose FC option within the existing system for Apartments rather than implementing something totally new. I hope that they differentiate the Apartments implemented this way from Personal Chambers by making them two levels and about the size of a small house. But at this point there is so little information that it's mostly speculation.
