I have been thinking a lot about 'enchanting scrolls' that can drop only from level sync'd raids. Something like being able to add % chance to increase attack by x% or enhance chance to parry after a successful parry. Maybe even some that has + to abilities that was kind of mentioned in another thread. To me it was revitalize raids and probably give a consist desire to do them while providing a challenge if they were sync'd at a certain base level and ilvl.

I think special drop only materia fits better, especially with the materia updates in 3.2.
