It was a feature that was in the game before the current patch. You had a class level and an overall character level. The overall level would go up as you did anything and would give you points to spread around to your attributes how you saw fit. This created major issues because you couldn't specialize your stats easily if you wanted to play multiple classes and for balance reasons meant that stats made a negligible difference, if they made a difference at all.

The last patch eliminated physical level and gave each class its own stats, so you don't have to worry about putting points into the wrong stats and messing up your character. So far it is planned to bring the point allocation function back sometime later, where you'd be able to customize your stats on a class-by-class basis and presumably with some limitations to avoid horribly imbalanced characters.
