Give Singularity Reactor an item level sync

Even with item level sync it won't help. Try a leveling dungeon such as Sastasha with a leveling tank and level 60 geared DPS. Even synced down the DPS will rip agro off the poor tank.

Leveling dungeons are a different issue, it's just not as easy for tanks to get much of a lead in the enmity race at low levels when their toolkit is reduced so much, they are lacking enmity bonus stances and combos with big enmity multipliers.

At max level with all skills available, having item level parity does help.
