Lore is built up to buy i230 gear. To buy this gear you need to invest a week or even 2 weeks of Lore.

The Weeping City drops i230 gear. This can be done in a single run (though RNG based of course).

The Lore is reduced because you are already getting higher level gear from the raid itself. If you don't like the Lore reward then don't use it for Lore, plain and simple.
