Hrm... Actually from what I remember, ALL of the dragons are bad and when the ONE that grants you power (which, according to the lore, there should only be ONE Azure Dragoon and that is what the Dragoon Job is, remember that Ishgard calls their cavalry Dragoons and The Azure Dragoon is their hero with special powers) awakens, all of them awaken as well and wreck havok to Ishgard.

In fact there is even a great danger that comes with the power of the Azure Dragoon as shown in the last quest of the line.

I may have to replay that CS, I did kinda fly through it lol
