Actually, it's not quite so simple - a lot of the FF music rights are actually owned by Uematsu himself, thus require negotiation with him to make use of them or remix them (this is why the remix of Terra's Theme took so long to be implemented as the magitek armour mount theme). SE themselves admitted this fairly recently in a Letter From the Producer LIVE video (with a note that it might be something they could possibly look into as Mogstation-purchasable content:
To be honest, I think the only 'past FF tacks' you will see on the Orchestrion will be tracks that are already used elsewhere in the game (like the FFIII Crystal Tower themes, Gilgamesh's battle theme Battle on the Big Bridge, FFI's eponymous Matoya's Cave etc), instead of having tracks from other FF games that have no connection to FFXIV at all nor are used elsewhere in the game. Personally I'd much rather SE continue to add in tracks from FFXIV 1.0 that have not returned yet myself, but that's just me.Originally Posted by Cherzy

It's difficult for us to add songs that are not used in FFXIV, but it might be possible to add these in as optional items.
