Veto One Dungeon in Each Roulette

I'm afraid it's not entirely working as some feel it's intended for. Roulette does not stick you where you're needed. I have been thrown into the Aetherochemical Research Facility 6 times in a row and none of them were first timers.

It's not about being needed to help a person get their first clear, it's about being needed for a dungeon many people need to run for their relic. You're being taken in ARF because there are people queueing for it, that's it.
