Are they? Or rather - were they that back when they were used for real? Not a weapon I am really familiar with but if one is to believe Wikipedia it is not really known how it was used historically.

Short swords+ bucklers,
Bucklers are a type of shield. All sorts of one-handed weapons have been used together with shields.


Axe+shortsword,double axe,
Scimitars, katars,etc.
The katar, being a type of dagger, might sometimes have been used as an off-hand weapon - much like the main gauche in Europe.
The rest of those weapons were rarely if ever used in pairs as far as I can tell.



I think you only know about English weapon history and barely that.
A bit more than that. While I wouldn't consider myself an expert, I do have better-than-average knowledge of historical European and Japanese weaponry.
