Niten ichi ryu says hello.....Never. There is no such thing as "proper" dual wielding. If you look historically - back when they actually used swords, axes, etc. to fight - nobody ever[*] used two weapons at once. When possible weapon+shield or (rarely) a 2h-weapon was much preferred.
[*] There is actually one well-known exception. The use of rapier+dagger was not uncommon during the renaissance, but that is just about the only historically documented occurence of using two weapons at once.

For many reason duel weild was never used and the major one is that peeple are too tight in a battlefield to use them. Poeple often had no idea who they killed with their weapon.
I don't mean it was never used by anyone. Of course assassin used dual kama in asia. But Dual weild is really a minority in real life compared to what you see in MMO.
I mean you could argue that "forks" were used as weapon, its probably even more popular then any kind of dual weilding ever been.

Knowing SE, they'll allow you to dual wield a lo enoquian/gl, "you can dual wield as long as sun and moon are aligned and you are under the effects of astral fire III, umbral ice III, greased lightning III and Dreadwyrm Trance. Dual wield stance lasts 5 seconds and needs to be refreshed with 3 GCDs lolwtfak!
But Musashi made an entire school for the practical application of dual wielding. We have written evience, scrolls depoctiing technique and kata, including the actual school that still exists.

It's worth mentioning that to compensate a PLD's need for a sword AND sheild, the prices of high level versions have always been cut to cost less for each piece, but equal to other weapons total. They could simply apply the same logic here.
As for what job would actually do the dual weilding, I can't really say. The NIN job is clearly meant to fill that niche (MNK too, sort of), and it really wouldn't do anything too radical gameplay-wise since SE would never allow a player to cheat the global cool down beyond a temporary haste, nor would they force players to dual for doubled weapon stats. They'd simply break up stats like they already do for Paladin.
I wouldn't object another job that utelizes the off-hand slot, but SE would just balance it with the other jobs. Meh.
