How about they just adjust how a withdrawal is handled?

If 2 dps don't click commence and there are at least 2 dps sitting still in line, give those 2 dps a 45 second popup window. The other 22 people don't need to get a fail message and click accept again. If there aren't enough people to fill the roles that withdrew, then handle it the way they currently do.
