I read that the deep dungeon there will be a separate leveling system. i dont see why this needs to be. it should start at lv 60 and make enemies and levels difficult based on current item level.

Because that defeats one of the main points of this content. It was designed so that veteran and new players can do something together. By having it's own leveling and progression system, it doesn't matter if you have been playing since 1.0 and have a fully decked out character or if you started playing 2 weeks ago and just hit level 20 on your first class, you will enter on an even playing field. This is highly asked for because many of us who have all jobs 50+ are unable to play with friends we get into the game until they catch up with our lowest job. While we can run dungeons and stuff with them, it isn't the same going in severely overgeared as it further trivializes easy content.
I think a separate leveling system sounds fun.
One example: I have a friend who game hops and doesn't have a high level character. This will be a great way to enjoy content with him without boring me to death trying to get him caught up on story content whenever he get the XIV itch.
A mentor stole my house, slapped me across the face, and raised my ping from 15 to 30. Literally unplayable.

Deep Dungeon is more of a classic 100 floor tower challenges we see in RPGs where players either reach the top alone or with a group of controlled NPCs.
The Separate leveling is a means to keep that ability for the player to climb to the top alone for that Solo challenge but will require them to put more effort into leveling their characters. In a group they can easily reach the top but groups are not put on the Leaderboard as that place is for players who solo the Deep Dungeons.
