Your confusing yourself because they have 2 seperate HP pools thinking youll pull a different dps number when all your doing is pulling a different clear time with the same amount of dps within a 3 min window. You should rethink this for yourself and youll see that im correct.
Clear time affects your dps, because it affects how much uptime you have on your buffs in comparison to clear time.

For example, if you finish your dummy right after FoF, your dps will be higher than if you were to finish right before your FoF becomes available again.
