The duty finder is cross-server to your data centre. As you're on Masamune, your data centre is Mana, which iirc is a Japanese data centre.
If you have English selected in your Duty Finder options, you may not come across too many players.

I'm happy to invite you on over to Hyperion, on the Primal centre so you can play with little old King here, though we're sometimes closed off to new player creation due to being so active. It doesn't last all day (usually) but hey them's the breaks of being on an active server. Of course, I'd suggest any server on Primal or Aether, (Or Chaos if you're in the EU area) for optimal english play.
Then again you could just enable Japanese on your Duty Finder settings and play with your fellow Mana-mates, but if you don't read it, it may be troublesome.

its maybe because you havent choose all languages in the duty finder i think the default settings only take the language which you start play with so choose all and you will have much faster queue ^^
its no matter which world you choose to play it currently take all worlds from the data center.
PS: if you are from EU or US you may will have trouble with the time zones with JAP data center, lets say you come to a european server at 3-8 a.m. its mostly death because everyone usally sleep at this time here ;-)

I would say it depends on where you live and what languages you speak. Canadane has the jist of it. If you happened to pick the japanese data center because youre an aussie/nz player i think their unofficial server is Tonberry on the elemental data center. Otherwise for a north american player come join us on any of the primal servers(screw those lowly aether guys), and youll likely have better luck.
I believe Aether is the top population of the entire game. I'm part of it on Balmung. I usually get duty finder matches instantly (but that's as tank, not DPS). It's also worth noting that the character creation restrictions seem to only apply to the creation of new characters. Paying $18 to transfer to another world seems to get around that one way or another (some have theorized it still honors the restrictions but is amazingly good at catching very short openings that occur).
I'd also ensure you're in your world's Novice Network, where you can ask for people to team up with you to queue faster for your duty. If it's a mostly-JP world, this may involve a lot of the auto-translate function.
