Character Configuration Setting Issue

The problem I'm having is under:
Character Configuration > UI Settings > Display pop-up help

The box is checked to enable the feature, but the feature does not work. When I check and uncheck the box (which refreshes the input), then it works as it should.

However, upon logging out and back in, it will still show as checked (as in it saved my input) but then the feature no longer works (hovering over map locations and such does not show the text or words, or any pop-up help ceases to function). Therefore, it's acting as if it's saving the box and font to be checked, but it's not enabling it until I force check and uncheck. Then it resets everytime when I log in.

I have done the following:
Made sure the config files in My Documents were not read-only. They weren't.
Tested on other configurations: They all work.
Uninstalled and reinstalled the whole game.
Deleted and defaulted to the normal settings. Still does not work.
Removed NVIDA from possibly altering settings (although it's not one it would work on).
Checked registry and made sure files were fixed on Windows.
Did full system scans and checks, everything is clean and checks out.

I noticed this problem happened after I changed my UI, made an error, and did a system restore in attempts to resalvage the files. While it partially worked, I had to redo them anyways. My computer gives no errors and runs great. I am computer savvy to an extent, and this is the only issue that I've ever had. It's not all of the character config, it's not the launcher or game files, it's not backup save files, etc. I've done several searches, but I can't find the issue.

Running Windows 10, 970 GTX video card, proper stats on my build. It seems to be a software issue, therefore I'm not going into hardware specs. Please assist! It's driving me crazy!
