Ignore Empty Hotbars? (And Hotbar Fixes)

Why can't I set shift + mousewheel up/mousehweel down to scroll hotbars? Would be helpful as a hybrid class like Red Mage where I goes cast to meelee to cast.

Also, can I make hotbar scrolling ignore empty hotbars, like hotbar 3-10 for me, so I ONLY scroll to hotbars 1 and 2 regardless of which way I hotbar-scroll (up or down)?

I set up a macro that switches the bar that's in focus. Use it on my healer and my RDM. I have my casting on one bar, my melee on the other.

I'm on controller but toggling between just two is definitely possible on that setup; for me it's in Hotbars> Custom> Set Selection. I have auto selection off and set both of the other options on, with just Hotbar 1 and 2 as options. It toggles between the two on command. No idea on the rest, sorry!
