another issue why raid finder is so dead is because everyone can upgrade gear from hunts like really why would they do that if they added raid finder

Isn't this more of a "there is no point in doing a raid if you're not in a static" case than a "the raid community is dead" case of thing? Also most raiders have a static and I doubt they'll bother going with a duty finder for raids as they'll have limited control of who join them (hello trolls waiting for the last second to screw a fight). Also what were your settings for this raid? I would not be surprised that only those who have yet to complete it would use the raid finder while those who have already done it are in a static and find no use of going through the raid finder to do content they are already doing with their static anyway.
Not really. if more people were interested in raiding, more ppl would be using raid finder to practice, attempt to clear, ect. Most people really just don't care because they beat alex normal 100 times already. Alex savage doesn't even offer a unique set of gear for plugging 300+ hours of your free time into it. Raiding is mostly dead, and Alexander killed it. The best shot you got at raiding is to go to the unofficial raiding server, Gilgamesh, and hope you get a static that doesn't disband after getting stuck on the 2nd or 3rd turn.
Alexander normal should have been challenging to start and made easier over time. Not designed to be beaten on day 1 by duty finder pugs.

Not surprised another system that works perfectly fine on JP servers fails horribly on NA servers.
The JP and NA communities have always had very different approaches to the functionality of Duty Finder. It's not a surprise that the Raid equivalent would also show the same disparity. To NA players who generally have very little respect for one another given anonymity, it is like people have walked into a room, taken a giant crap on the floor, and then wondered why nobody wants to eat or sleep there. To JP players, they understand that the communal experience is something to be respected.
As each week passes, I think SE has to be more and more convinced that the NA community is beyond saving.
It just is a proof, that nobody wants to "DF" for that content.
When you want to do it, go into a static or join a group in PF that needs a filler.
EDIT: Someone of my static did try it for fun and it popped for A5S (Chaos datacenter). His experience: It was a pure desaster what happened within and the group disbanded after a some tries.

Raid Finder is essentially an overglorified DF. It's not surprising how dead it is when I'm looking at my PF looking for subs/new statics (there isn't any). It doesn't help the primary issue of not being able to find people or a static, and the general lack of interest for savage because it's overtuned for what a typical raider is looking for.

Maybe you should switch the server. On Odin the PF is filled good with statics looking for people and people looking for a static.

And a MCH of my FC tried on a tuesday for weekly, 11 minutes queue time, first try kill.
It's just, that late in the raid cycle there are only few people actually trying to beat it (if they never tried before), also many of the 'pug-like' groups (PF) are already done with A5S/A6S and don't care much if they only get a token or 1-2 chests.
You can't do 'weekly clears' and search for a 8th player, if anyone of your groups 7 already got the kill. You can only queue practice then and risk getting a bonus
--> people can only pf if they are <8 and already not able to get 2 chests
