If so, I'm surprised that more homage hasn't been paid to the greatest Hellsguard bard of all time.

I've had the same curious thoughts pass by in the past (due to Miqo'te and cats), but (being race-specific) took it as the former.

Just to add to this topic,
When the gold saucer was first introduced and they were showing off the bunny outfits for the first time, one of the models used was a Hellsguard roegadyn who didnt have an ash/puppy nose.
I zoomed in and compared her to a Hellsguard Roe in the character creation.
This nameless Hellsguard and Curious Gorge are the only two I know of atm that don't have the Ash Nose.
Wasn't Moenbryda also a strange Roegadyn? Her skin colour is impossible for Sea Wolves, yet she lacks the ash (Galka) nose.
I want to point out that Curious Gorge, the WAR quest giver is very clearly a dark skinned Hellsguard without the ashen nose. On Balmung, we have come to just believe that it is placed there as a cultural decoration. We assume that they rub ash or something symbolic of such on their nose. But no better example of a hellsguard without it than Gorge.
It's been a while since I've had an update to this, but now Gosetsu, also without the nose marking.
Roegadyns, like every vanilla race in this game, is a counterpart to an FF XI race. In this case, the Galka.
While it is right to assume the race has an animal-esque derivation (like us Miqo'te to felines), the Galka/Roes are in fact ursine - hence their broad frames and large sizes. Of course, since this is Hydaelin and not Vana'diel, they have many contrasts and differences. However, the key trait of the "bear nose" is retained in their design - similarly to how some Lalafels have darker noses, the Tarutaru have those.
Now, if there's any reason in-lore for those noses, if they grant any survival mechanism to their environments, etcetera, I have yet to find.
Except there are already 2 (if not 3 in Moenbryda's case) that do not have the blackened nose. I don't think its genetic. While I'm not sure about Gosetsu's case, I presume that Gorge doesn't have it due to his bad standing. I haven't seen anything in lore so far to explain it. Gorge is clearly a Hellsguard. Gosestu appears to be Hellsguard with his skintone, but his nose is shaped differently which may also suggest he is a mix race. Moenbryda is a Sharlayan-born Sea Wolf according to the lorebook. Gosetsu is from Othard, so it could be that Roes there are different--except we also have Rasho, who looks more like a typical Hellsguard. Still we have more than two hyur types in game, really--Midlander, Highlander, Garlean, and I think the Othard hyur are classified differently (even if they use the existing models). Which would make sense, if the PC races are the ones most commonly found in Eorzea and surrounding areas. As for Curious Gorge, I dunno about social status; Broken Mountain should have a similar standing, and he has the darker nose.
Easy meta answer is some characters get unique models due to their story roles, while others don't, but it does bring up a lore point that'd be neat to know more about.
