I have a firm belief if you are going in a random duty roulette with people, then expect certain conditions to be met by you. People expect large pulls from tanks, big AoE damage from DPS, and healers to keep heals up on big pulls. You can argue first timers, but if you are a healer at lv.60, then by that point you should know how it works and how to deal with it. There is not one dungeon that is built beyond just pulling trash mobs and kill then proceed to the next boss. No unique mechanic. Just pull the trash, heal the tank (DPS also if you can), then continue. It isn't hard to grasp. Lower level dungeons don't really have opportunities to do real massive pulls, some yes, but not a lot and chances are your tank is newer also.

Also, instead of complaining, why not take the opportunity to learn and adapt to it? You are going to deal with it almost always in roulettes and no amount of complaining to people in parties or forums are going to change it. If you truly do have a problem with it, find three other people who will tolerate you being very slow.

Yes however tanks need to wait for Protect. 98% of tanks do wait for them, if they don't it is unintentional.
