I speak as a healer, please have a look to your DPS, see how everyone want to do, tank and heal just the half of the party.

By the way, why you think Lore Incentive Is Ruining Duty Roulette? what duty roulette you were talking about?
You said "high leveled tanks keep coming into the lower level dungeons", so it would be Levelling Roulette.
Ppl may run it for ESO but very unlikely will run this for Lore.
So you duty roulette was not ruining by Lore incentive.
