It's a preference. There is no real thing as the best opener, since the damage you do overall by the end of the fight is what matters the most. I personally prefer opening with a form shift, followed by a dragon kick to enable its effect right out of the gate though.
There's a particular opener you can do by level 60 for a heavy burst of damage, but priority wise, seeing reason to execute it over prioritizing anything else felt unimportant. I'm sure it's either posted somewhere though, or someone may post it here to help.
I've personally come to start off with perfect balance, then snap punch X2 (Activating B4B and IB in between) followed by dragon kick, twin snakes and demolish, then unload one ogcd per gcd while comboing normally.
If perfect balance is on CD, I usually go with a form shift snap punch, then dragon kick etc. Since GL increases both damage "and" skill speed, I feel it takes priority.
Hoping at least one of those are activated after the second strike rather than both in between the snap punches. There's only enough time to cast one additional skill in between punches before it considers as a delay. I don't know if can help. I use this:
First, I stack 5 chakras, then Swift Form pre-pull to get Coeurl Form. On battle pull: Demolish -> Perfect Balance -> Snap Punch x2 -> Dragon Kick -> Blood for Blood -> Twin Snakes -> Internal release -> Snap Punch -> Forbiden Chakra -> TOuch of Death -> Elixir Field -> Bootshine -> Steel Peak -> True Strike -> Howling Fist -> Snap Punch.
Then nromal rotations.

Generally, you setup five Chakra stacks and Form Shift to Corurl then:
Demolish -> Perfect Balance -> Snap Punch -> Blood for Blood -> Snap Punch -> Internal Release -> Dragon Kick -> X-Potion of Strength -> Twin Snakes -> Exilar Field -> Snap Punch -> Howling Fist -> Touch of Death -> Steal Peak -> Bootshine -> Shoulder Tackle -> True Strike - Forbidden Charka - Demolish
Omit the potion in easy content, sub in whatever's the newest upgrade as patches come out. Afterwards, do your standard rotation, but prioritize: Dragon Kick > Demolish > Touch of Death in terms of uptime.
