What item did you purchase? I have quite a few friends that live in California that got the Amazon DLC promotion code.
Fried popoto enthusiast.

I literally just got the codes today with a Pokemon Preorder. It does work for those in California, but maybe it was what was purchased as suggested above?

that a lie, i live in California and i got my code.
I keep seeing ppl talk about it. Dunno why ppl think ca cant get it, I got my code the 1st day no problem.

Not all the products are qualified, even if it stating that it has the bonus.
Try to pre-order or purchase something that is about to release in a month or so, not something that will be released later this year or next year.

I live in CA and bought the digital version of some SAO game and it qualified me. So maybe it was the product/location combo that didn't work?

What I preordered isn't released until November and it worked fine.

From Reddit : "..sold and shipped by Amazon"
From FFXIV:
"Make a qualifying purchase of at least $19.99 from the Amazon.com videogames department to receive a promotional code. Items that qualify for the promotion will have a note on the store listing."-----"Offer only applies when shipped and sold by Amazon.com"
As long as it says this for each item you are ordering with a combined total of 19.99 or more you should get the code sent via email. It also means you can't make separate purchases. Amazon initially said it didn't apply to PSN and FFXIV time cards. That changed quickly according to reddit.. Odds are they gave you the wrong info as any exclusions to individual States would (should) have been mentioned. It was never mentioned by anyone. "•These item codes will only work on North American Square Enix accounts and will not work on accounts from a different region". That is the only exclusion by region and its on SE's end. Unless Amazon cant tell the difference between CA (California) and CA (Canada). Either way the code should be sent via email regardless of region or address. The six codes you get out of the one Amazon sends only work on NA accounts as you'll need to log in to Mog Station redeem them. Double check who the seller you bought from was. It took me a while to find info on what to look for when ordering.

What I bought is nothing less than the bundle of this game itself and its expansion that is $29.99, sold by Amazon LLC, shipped to Walnut, California USA and states clearly on the item page that it qualifies the promotion deal
but it didn't
