Well if the 3-4 of the Heaven's Ward we interacted with in the MSQ are indicative of the whole there wasn't much to develop there anyway. they were pretty much just "Loyal to Throdan and see themselves as above everyone else". Unless you count SICKNESS MUST BE PURGED as character development.
