I dunno. The Eorzeans do know the effect of Primals draining the aether of the area the longer they exist and the effects that can have. I mean, sure nothing stops some short-sighted person from suggesting it, but I can't see it actually being allowed to stand.

The best idea in this vein would have been to allow Ramuh to continue existing since he was confined to the Sylphlands, not looking to expand, and just happens to be strategically positioned to block a Garlean advance through his forest. But even with Ramuh, the same argument has been made that he needs to be dispelled.
