I always figured it was Lahabrea or Nabriales. Really couldn't have been anyone else. Exactly which of the two is a bit of a moot point though - the Ascians taught Ysayle to summon, and we know better than to trust the Ascians. So no full-scale summoning for us, ever. Probably.
I feel the same, though for my part it's mostly because there's just no major story threads in the foreground right now. The Dragonsong War has been in the forefront almost since the tail end of 2.3, so we're really bereft of much of anything to try and deduce future development from.
... except the Triad, Garlemald, and Ala Mhigo. Those are the only story hooks active right now.
Spoilers! I've never played VI, at least, not in its entirety - I got to the end of the first act and found it kind of boring. I did greatly enjoy Kefka's character (and gameplay) in Dissidia, though, and can easily understand why he'd be as popular as he is. That said I'm just following a logical pathway to the "Regula - Kefka" theory, though it is but one of myriad possibilities.

It should be noted that, while we have yet to suffer a major loss to the Garleans in-story, we've not dealt with them full force yet. 1.x players went up against van Darnus' VIIth, and though they did succeed in killing him did so too late to stop the Calamity. The XIVth was a major threat in the last act of 2.0 and, despite being a rogue unit without official Garlean support, would have won were it not for a literal divine intervention from Hydaelyn. We have yet to see what they're truly capable of.
And putting the VIth on the Floating Continent (Azys Lla), with magitek research facilities, and the Warring Triad? That's a disaster just waiting to happen.
