It wouldn't be the first time an Ala Mhigan refugee has attempted this and Ilberd is really desperate and would be willing to do anything. It would also explain why two Scions seem to have such a keen interest in monitoring him.
There's been some foreshadowing for such a thing already as well since the refugees have previously attempted to summon Rhalgr but failed. Finally having one of the Twelve summoned may give us some answers on their origins as well.
