As for the villain bit, well. Heavensward had more than one antagonist (it had, like, three - four if you count the Garleans). There's no reason why Ilberd AND Regula/Varis/whoever gets Kefka'd couldn't share the spotlight as major storyline bosses.
Make no mistake, i would like to have a battle like that. Is that im having doubs as how is gonna be made. If its ever being made at all.

My point, though, is that there's already BEEN battles made like that. Pretty much all Trials - including Normal/Hard ones - involve multiple phases that have distinct mechanics. And that's assuming they'd all need to be a single battle - look at the Boss Rush in Praetorium, which has five (!!) consecutive boss fights. A Tower of the Gods fight could easily follow a similar pattern.

I mean, obviously I have no idea whether or not that's the direction they're moving this in, but if they don't, it won't be because it's somehow impossible to pull off in XIV's style of combat; on the contrary, it's actually pretty easy to imagine how they'd do a battle like that.

How on the seven hells we will have a tower of the gods fight here? You really think they can do a fight on 4 phases where on each phase regula suffers a transformation that puts him closer to godhood?
Im having my doubts ( My apologies for lack of experienced, i did littile reseach of Vl )
Well, it's not that far-fetched. A6/M2 is already just a boss rush against Bruticus' Brute Justice's limbs; clear one and move onto the next. There's no reason they couldn't employ something similar.

As for Ilberd, while I do expect to see him again I remain unconvinced he will be a major antagonist. We were at odds when last we met but if this is to be a war for Ala Mhigo's liberation... well, I'm not sure what side of the fence we'll end up on in regards to Ilberd.

The villains we have now take themselves far too seriously, but I get what you mean by "The Kefka" in the sense one of them might do something to the warring triad and cause total chaos.

Only villain that seemed to come close with that clowning personality was Nael in 1.0... and I wished I didn't miss out on that. His flamboyantly playful nature and posing while boasting about his grand scheme. There is Regula that's a little out there, but we don't get to see much of him yet... hopefully his story gets fleshed out more.
That's actually why I'm expecting it though.

While we only have one case so far, van Darnus' scheme was a reference to Sephiroth but his/her personality was not. Sephiroth is always cold and reserved, while van Darnus was flamboyant and playful. Their personalities couldn't be more different. Likewise Kekfa is silly but psychotic, while van Hydrus is serious and professional - though I would note he has begun to show some signs of cracking after our latest bout.

To be more direct, I'm not expecting van Hydrus to emulate Kefka 1 for 1 just as van Darnus didn't emulate Sephiroth 1 for 1. Instead I'm expecting him to have some kind of mishap with the Genesis Expression, and for that along with his repeated failures to defeat us and inability to comprehend our viewpoint to cause him to descend into madness. He won't start wearing jester's clothing and lipstick or anything, just go absolutely batshit insane, get coked up on power (i.e. from the Triad), make a floating tower out of the detrius from the Imperial fleet that got wrecked in the Battle of Silvertear Skies, and try to blow everyone and everything to kingdom come with the Light of Judgment (i.e. blowing up Silvertear Lake, which if my hypothesis is correct and it's the wellspring of all aether on Hydaelyn, would outright destroy the world or condemn everything on it to death in a matter of moons).

All highly hypothetical, of course, and I still can't figure out myriad other puzzle pieces. I deduced that Zodiark was plausibly the moon long before 3.0's stinger or 3.2's verbatim confirmation though... so I'm fairly confident in my hypothesis on this matter.

As a side note, Kefka's "Joker"-esque personality is only present in the NA/PAL releases of VI; his original JP portrayal was less funny and more moronic. Still, the humor he added to the game resulted in Kefka being miles more popular internationally than he is in Japan, causing SE to keep those personality traits in Kefka even in ports with redone translations.

For whatever happens with him, I'm hoping our characters don't forgive him so easily (if at all, preferably).

I won't forgive him! He betrayed us, then dismembered my General, and then goaded him into a fight for shits and giggles!

... but that said I don't see him rising to the status of "prominent villain" at the moment. Personal offense aside he's always been pretty small potatoes, so unless someone helps him rise to prominence I'm not too concerned about Ilberd.

I still see Ilberd being a Antagonist that is "Become what he hates" type of Antagonist.

He is so obsessed with freeing Ala Mhigo and keeping it from being Conquered again that he may eventually see the the Erozean Alliance as nothing more than another Garlean Empire and thus once we free Ala Mhigo he pulls something in the middle of 4.0 forcing the WoL to retreat for the moment and think up a plan to stop Ilberd.

Of course that would mean the WoL ends up spending the other half of 4.0 trying to free Ala Mhigo from ilberd's control since now he has control of "Insert Final boss name here".

I agree, I have as much chance of forgiving him for attempting to Kill Nanamo and run the Sciosn than I have for Livia for killing Noraxia and kidnapping the Scions (Hint: Its a low as the chances of Allag not being responsible for horrible disasters and being the poster child for Final Fantasy False Utopias)

My character regrets letting him escape Halitali; headcannon is he did worse to her than the story explicitly says. He's basically on "kill on sight" status for her now, unless she absolutely cannot draw her axe on him for whatever reason (or, someone saves him from certain death)
