Yes, the moment you redeem the code for the time card, the number of days are added to your count for veteran rewards. One thing to note, is that you can not add more than 120 days to your sub. So if you are normally on a 6 month cycle (180 days), you would have to wait for your remaining sub to drop down to 60 days before you could redeem your timecard. You will still get the promotional items, you would just have to sit on the code for the time card. I personally received the code for the promotional items within 5 minutes after placing my order on Amazon.
I value the use of the like what 10 inventory slots? More then the item they would take up.
Amazon actually has two different time cards for FFXIV. Both are 60 days, but one uses the "Final Fantasy XIV: A Realm Reborn" name and logo, costs more, is a physical card sent out in the mail, and is apparently still not included in this promotion. The other uses just the "Final Fantasy XIV Online" name and Heavensward logo, costs less, sends the code digitally through email, and is included in this promotion. Either works just the same for extending your subscription time. I don't know why they're priced differently or why one would and the other would not provide bonus codes.
Not to mention that you also get whatever item you actually bought from Amazon for that $20. If it was something you were going to buy anyway, the codes are effectively free.
I'm getting a battery pack for my controller tomorrow, so it's worth it to me. If you're just doing the promotion to get the items, it isn't worth it.
The one the cost more and is physically sent and is not eligible is not sold by Amazon (the reason why it isn't eligible). At least, if you are talking about Ineligible Time Card
The digital one is sold by Amazon and thus is eligible for the promotion. At least if you are talking about Eligible Time Card
I had been thinking of getting the new Kirby game, but was on the fence about it, then the promotion came around and figured now was the time, and order a few other things as well. Was totally worth it for me xD

I'll be reserving my judgement to see how they handle the European version of the promotion. It's a shame that they didn't launch the NA and EU promotions at the same time - or at the very least allow EU players on NA realms to use NA codes...
Then again there's likely a lot of bureaucracy involved in trade laws.
