For reference, if you're using Rath's or something like it, you need a base of 420 CP to get a guaranteed 2 Precise Touches (with HQ Seafood Stew), 422 (with HQ Baked Onion Soup). With full CP melds on i170 accessories you can hit this...so a budget build can use those and do just fine rather than shelling out for Ironworks accessories. The extra 8 CP with Ironworks can pretty much get you a SH2 instead of SH1 toward the end...but no extra Precise Touch. I never thought it was worth it and have never regretted not upgrading
