Yoshida said at the E3 live letter that they were not ready to commit to something like that, so I'm assuming it's not in the plans for right now.

I mean in 3.4
They talked about upcoming ishgard housing when discussing the current housing dilemma. They say the Ishgard housing coming in 3.4 will be apartments and "will hopefully meet most if not all of the personal housing demand." So by the sounds of it, just going to be apartments and it doesn't sound like there's going to be a neighborhood. Of course not much has come out yet about the apartments. We will find out more about them the closer we get to 3.4.
Huh, I was under the impression 'apartments' were a new type of housing that would be available in every existing ward type (so there would Mist apartments, Lavender Bed apartments, etc), and that Ishgard itself would get its own housing wards later on.
Although I can certainly see how something might have been lost in translation, if Ishgard won't be getting its own ward and apartments are going to be an Ishgard exclusive thing in place of that. It would kind of make sense too since they don't exactly have land to build on.
If there's a recent interview or live letter where they explicitly spell this out I'll be interested to see it. It seems like it's been nothing but hearsay for months and I really want to get the record straight.
Apartments sound more and more like FC rooms to me (just not attached to an FC). So someone will have a space to customise as they want, but without the fear of being kicked out of their FC and losing it at any minute (and without the full perks of a house (i.e. gardening/stable))

To the best of my knowledge they've only ever said about Ishgard housing being apartment/manor housing and each one would hold up to 500 residences (which is why I think it sounds like an FC room within a house)
