Pretty much this.
While there isn't such a thing as "early" pulling waiting for other players is considered common courtesy on most servers now, however you aren't by any means obligated to do so. Like anything else on the internet though be prepared for players to get upset should you chose to ignore that courtesy regardless of your feelings on whether it's justified or not.
Unless you're in a severe rush there really isn't any reason not to wait the like 1-2 minutes it takes for a few extra people to arrive, waiting for the entire server to show up is a bit unreasonable though.
