So here is how we do things on Carbuncle server.

The person who first announces the mark in /shout (or makes the first party in party finder) states the start time.
They will shout "ET [time]". That is the start time and everyone follows it.

Then, the disoverer of the mark will be first to attack OR will give the OK a tank in the group. Whoever makes the announcement first is the discoverer. However, on our server people are generally nice, so if the person makes the announcement sees someone else already at the mob when they arrive, they will let the first person at the mob to announce the start time.

In the event that several people are working together to spawn a mark, they will either discuss the start time together OR let the person who formed the group to announce the start time.

It's a really simple and easy system and works very well. The only thing that is required is for people to follow it...which doesn't seem to be a problem on Carbuncle.

I've only witnessed an "early pull" twice on an S mark, and I frequently do hunts.

Carbuncle is also a "high population server", so while there is always someone on their way, if they are late they are late. No one gets upset about pulling before they arrive. The discoverer announces the start time and the discoverer or their group does the pull.
