Steps:

I can see this NPC's title (and quest icon) from outside of The Seventh Heaven. You can also interact and click on the NPC from outside the building through the wall. I noticed this best by using a 4K monitor w/the UI set to 200% and my character zoomed out completely. However, at the default zoom level with a 4K monitor you can still see pieces of her title bleeding through the wall(just angle around from the crystal). I believe that just by hovering over the wall, at any setting you can communicate with her as if she was outside.
