I assume its a class quest but i cant find confirmation

That's a new change that came with 3.3, it means a quest that adds/unlocks a new aspect or content to the game (like a Primal battle, mount, flying, relic weapon etc). It's a fancy way of saying "new content unlocks with this quest, so this quest is extra special."

That particular npc is a levemete so it's likely that quest is for unlocking levequests in that region, hence the special icon.

ahh thank you that will make lives easier for newbies like me at least now I know the quests I need to do to unlock stuff
