My personal belief is that they should make it easier for old players to play alongside new players. Not just in dungeons and fates, but also in main story scenarios and open world questing.

Put in a function where you can sync to the target player's level, put in a quest share function, make MSQ story scenarios allow a party of up to 4 people. This way someone who brings in friends can play with friends from the start without having to make an alt to play with them which can wind up in the 2 being split off at the start as for instance, new person picks a tanking class but the older player grabs a healer this means they are split off in uldah/limsa and gridania respectively. Also it prevents the issue of the older player having to stand around and wait for their friend to finish a scenario if they did not make an alt, which can sometimes take multiple tries for some people. This further prevents the issue of the new player not getting any exp when paired up with a higher level player outside of fate syncing and quest rewards.

Its a way to help keep older content populated by making it easier for friends to play together. It would also help out mentors as they can sync to the player having issues and jump right into their quest progress to show them where they need to look or be an extra set of eyes in finding the target.
