Of all the things I tried, changing DNS is not one of them. But... how on earth do you change DNS on your PS4?

Settings > Network > Set Up Internet Connection

Then choose Wi-Fi or Lan Cable depending on your set up. From here you can select Easy (Auto Setup) or Custom. Select custom and pick all the automatically highlighted options except DNS, which you need to select manual for to enter specific DNS numbers. I use 8.8.8.8 for primary and 8.8.4.4 for secondary. Continue to the end of set up and your DNS has been changed.

Just tether to your phone. Turn on your phones net sharing, find your phones name in the ps4's wifi list, connect to it, open xiv, it will trigger the download, then back to wifi list, select your normal router again.

I can't do that with my service provider, it would cost a fortune to use that feature! >_<

the update is only like 2mb? should take like 2min (idk your speeds). If thats not viable, then im sorry ;(
Next best thing is, use your parents or a friends phone that uses unlimited net tarif.
