Perhaps it's based on a priority system. Like people who are still subscribed for 2 years straight (including the qualifying dates) get the first wave and people who been subscribed for 1 year are in the second wave. Or something like that.
I've been subbed to the game since the beginning of 2.0 and haven't received an email yet either. Also, I've been to the 2014 NA fanfest (got my ticket on the first day they were available back then) and haven't changed my email address since then so I don't think there is a priority system like that.
