Soo looked and tried last night and those of us in Canada have really limited choice. I am a PS4 user and many games are only available to the US, even digital codes. PSN cards are the same along with game time cards were something is stated about region being a issue or something.
Stupid amazon not having paypal as an option, i do not use credit cards, usually prepaid cards. That portion at least is Amazon at issue for me.
Purchases only through Amazon.com was such a silly thing as well
if i order for something listed as $19.99 and its slighty reduced on cost... will that still make me eligible? and the shipping cost puts me to like $25 total... so?
Nope. The total has to be $19.99 or higher before taxes and shipping. If it is on sale and is under $19.99 then it won't count unless you order more than one thing on the order.

yeah I'm kinda late to this thread as well but I can confirm you can get more than one DLC code instantly on live chat if either you make a purchase that qualify for dlc code (it has to say it before place your order):
or if you pre-order something that qualifies just wait 2 business days and contact them through live chat as well if by then you handn't receive it on your Amazon registered e-mail.

It's really about how your account is set up rather than where you're at. Is your Square Enix account set up as a JP, NA, or EU account? If it's a JP account, you'd need codes from the 7-11 event in Japan a while back. If it's a NA account, then you need to get something from the current Amazon.com promotion. And if it's an EU account, you'll need to wait until the EU promotion comes along (which SE has told us they're planning, though we don't have any details on it yet). Since all accounts are one of the three, then one of the three promotional events should cover everyone, even though where people are at may make it easier or harder for different people to take part in the promotion that they're eligible for.
