World Transfer Service - World is Currently Full for Friend but Allows Me to Transfer

Heya!
We have tried to contact customer support a couple of times regarding this. I recently moved from Phoenix to Balmung, at the time of Transfer I had no issue. A friend of mine is currently trying to do the same but receives a notice saying that the World is Full.
However, they receive the notice for all Worlds. If I go through the process trying to mirror the issue at the same time, I do not receive this Issue, and this occurs for all Worlds. For example:

• I try to move from Balmung to Sargatanas
• Receive the Green Light and Proceeds to Payment
  
• He tries to move from Phoenix to Sargatanas
• World is Currently Full

We have verified that they do meet all requirements, Older than 3 days, No FC Affiliation, No Housing Affiliation, Not in a Residential Area, every box is checked and should be okay. The issues is that it states Every World is Full when I know they aren't and its been giving this error for almost a week now. My friend is quite fed-up and has reached out to Support for help already. All he received was a check-list of player requirements for World Transfer. I'm hoping someone one from support will be able to reply so we can finally resolve this issue.

Should have him contact them, from what I understand payed transfers are pretty much "guaranteed".

He has, Support replied with a generic list of World Transfer requirements and nothing else. All requirements have been met. The service does not reject him for any specific reason either, rather it just doesn't let him progress. It is my understanding that the transfer is "Guarantee" as well but no matter what world is selected it states the World is full and to try again later. What irks me about it is that when I try I have absolutely no issue.
