Post Moogle Quest: A Qiqirn Always Pays His Debts

I am Minyao Cestine of Jenova and the Post Moogle quest A Qiqirn Always Pays His Debts will not allow me to continue. I accepted the quest and was told to talk to Bango Zango in Limsa Lominsa Lower Decks but the quest marker never comes over his head nor does any dialogue other than the normal non-quest version appear. I would like to continue the quest line but can't.

I am experiencing a similar issue. The quest icon appears on the map and minimap, but it does not appear over Bango Zango's head. Thankfully, I can still access his wares and use the small talk option, but that means nothing to me since I just want to progress through the Postmoogle quest line.
