Did you need all 480 CP or only 474 CP? Because if it's the latter then I've toyed around with a build that tried to maximize melds on shared pieces, minimize melds on tools, kept in mind to not use Soul of the Crafter for the stats boost (so that way even non-specs can use it) while also avoiding any V melds that weren't on 100% success slots. I used your old build as template, modifying the melds accordingly and I think I have something decent to hit exactly the stats required.

Keep in mind this is probably even more able to be optimized by turning, say, +4 Control and +2 Control (both on fifth slots) into +3 Control and +3 Control. Depends on the price materia goes for and all and if you aren't afraid of melding possibly more expensive materia on tools.
