What you'll do is get THM and CNJ to 15 and ACN to 30. From there you can accept both quests to get both jobs. However, as a recommendation or two, get THM to 26 for Swiftcast which will benefit both jobs as a cross-class skill.. Also try to pick which one you want to focus on as they will share the skill points. If you want to main SCH then make sure to allocate more points to mind than Int. If you're going SMN, then allocate more points to Int rather than mind. Here's hoping you enjoy the job lines!
As a sidenote, once both are unlocked, both go off of the same experience bar and will level up at the same time. This means you don't need to go back and level SCH up to your SMN level and vice versa. It's a neat thing but you still need to watch where you put skill points.
Alternatively phrased, you actually continue to level arcanist while playing scholar and summoner (just like paladins technically level gladiator when they gain paladin XP). Arcanist is just unique in that it has two jobs based off it.
If you have both soul stones, they share the same class and the game sees our class leveling up so when arcanist levels up sch and smn level up.
Just remember, other than the HW jobs, you don't level jobs themselves, but the class. You can't level scholar nor summoned, but you can level arcanist. But this does raise the question on how you have a con 28 but a whm 32.

I suspect much of the confusion might stem from the way gear sets are automatically named based on the average item level of the associated equipment. So perhaps the conjurer gear set had gear averaging 28 and then the white mage gear set averaged 32. Obviously both are actually 32, though.
What they mean was most likely, if you level one of them, you level the other, since they're both are based on ACN. Just that. So for example, if you're level 48 SCH, when you equip your SMN stone, you'll be level 48 SMN. Just do both starting job quest when you got them. If you're like me, I just focus one the one I like more (SCH, though I also like SMN, I just like SCH more), but still gather some SMN equipments, and when I feel like playing the other one, I just use the stat reset item (really cheap from your grand company) to reassign my stats to a more proper one (from mnd to int, for example), and go blow stuff up as SMN.
You have it backwards OP. It is actually impossible not to level SCH and SMN at the same time. Both jobs belong to the game's only branch class: Arcanist. Gaining experience points with either job levels up your arcanist, and the two jobs share the level, stats, traits, and abilities from that class.
It is however, totally possible to gimp one of them. Stats is one thing, but so is gear. Once your item level gets to around 45-ish, the gear these two jobs use start to become more specific. They may share exp, but they do not share gear and arms in the upper levels, and it can be difficult and time consuming getting things like Ironworks gear for each job if it is your first time through.
As far as stat distribution goes, pump everything into MND if going SCH, and INT if going SMN. You can buy hymns from your Grand Company for 250 seals to redo your stats when you switch over to either job. 250 seals is crazy cheap, and can be obtained within minutes even if flat broke on seals.
How can you have CNJ and WHM on different levels? Your job level is always exactly the same as the base class level. Or, should I say, even with job stone on you still level the base class, not the job itself. That's why your CNJ level is always the same as WHM level, and also, your SCH and SMN levels are the same as your ACN level. In the latter you just gain level to ACN regardless which one of the two of it's jobs tones you have on.

Yeap, what others stated. Base Class always levels branching class. Job quests every 5 levels from 30 are basically for job specific skills. You could be a lvl 60 arcanist, summoner and scholar if u only ever leveled arcanist. Without even having soul stones or skills. Though, you'd probably have to level with fates only since most parties would have kicked you from dungeon parties.
