Weeping City of Mhach (1/3)?

So...under my duty finder it says Loot obtained (1/3) does this mean I can get two more pieces of gear this week? Or is that something else entirely..?
Every other raid that has been one-loot restricted said 1/1. So that's where I'm confused.
If anyone can please clarify it'd be great as to what the X/3 means.

It's for the three drops in that instance that you can get each week. You get the 1 Mhachi Penny for clearing, the 1 Mhachi Matter for clearing, and a loot drop. So if you clear it you'll go to 2/3 and then you can still get a piece of loot each week to go to 3/3

1. One piece of gear.
2. Mhachi Penny, awarded upon clearing final boss.
3. Mhachi Matter, awarded upon clearing final boss (no longer drops from Void Ark).
