What is the current status of the Weapon / Armor Log that has been discussed in previous Live Letters, as far back as XIII and XVI?

From Live Letter XIII the answer given was:
"Yoshida: A plan for a weapons and armor compendium has come my way. The plan is to allow you to read about the origins of each weapon and armor after you have completed the series, and we would like to implement this as well."

Then in Live Letter XVI the answer given was:
"The first idea would simply have players building a collection of weapons and armor, while the second idea would allow players to read the lore surrounding the gear they obtain.

And

"if we decide to go with the first idea it will be implemented in patch 2.4. In the case we decide on the second option, it will be implemented a bit further in the future. In any event, we've progressed quite a bit on this and we will have our verdict soon enough."
