Well housing reclamation is still disabled (until at least 3.4) and if you want to get a house without breaking the user agreement that basically leaves frequently checking and hoping someone relinquishes a property for some reason (seems unlikely...)
Sorry, but not sure what else to say there...
Base house prices (from an empty plot) are 3 to 3.75 mil for a small, 16 to 20 mil for a medium and 40 to 50 mil for a large. On top of this is the actual house cost which I believe is a set 450k regardless of size of house (or something close to that).

Sounds like i'm best be patient and saving more for when 2.4 hits, even if i could buy a house off a player i'll probably be getting a bad deal when 2.4 hits.
Patch 2.4 hit back in October of 2014, which is when they added the subdivision plots. You are reading really old patch notes. Just don't want you to get your hopes up for something that already happened. Patch 3.38 will be hitting next week on 8/22/2016.
How would I do it? I'd just walk into any residential district and pick which one I wanted.

I spoke to a GM recently in regards to buying a plot from another player, it is against TOS to SELL a plot, not to buy a plot
I don't know prices on your server, but on Ragnarok its typically 15-30mil for small plot, and 50-80mil for medium at the moment.

That seems a bit off to me. If selling is against the terms, buying should be as well. Essentially they've said it's ok to tempt someone to break the rules and only the person tempted will be punished? And if GMs are reading this that whole "Due to internal policy" line in my opinion needs to be made public. Communicate with us users clearly. If someone finds a loophole in the policy, adjust the policy but please don't make some vague shadow rules that no one knows how to follow. There's something wrong when we have to guess what is and isn't ok.
you're right, it's no secret that the GMs are incredibly inconsistent in this regard (to the point where the inconsistency just becomes a joke), every time i make some sort of housing related question to GMs its the same, they tell us to "just do it, just don't get caught" kind of reply when selling houses, but i believe somewhere in the TOS it says you cannot sell "server owned" property for own profit (housing plots), but they cant track it.
however, this thread was about acquiring a housing plot one way or another, and if, by chance, you actually get put in prison for buying a plot, point the GM to this thread.
"Should you wish to purchase a plot or house from another player, you may do so since buying a plot is not a violation of our terms of service" OP's initial question is answered here, and i have given him/her the means to search for one, good hunting!
