It isn't for hardcore raiders. That is correct.
But the upgrades are meant for regular raiders to catch up as a help to get through the real raid. That has always been the intention behind the catch up patch.
Everyone else can wait to the next major patch, which will perform the next gear reset.

Lol everyone does it differently. Interesting. For our groups it made most sense for the tank to stand out there because 1) most health and lasers were attacking him so it kept tank away from party so they could dps ozma. 2) Some groups tend to forget to grab the orbs so if the healer focuses on the tank they won't die from multiple orbs. Last few times people have been taking their orbs like they should though, but haven't gone in since I got my item for the week =p
The true difficulty is getting people not to give up and abandon.
SE please nerf leaving!
I think Weeping city is where the difficulty for most raiding in the game should be. It's hard enough to not make it a face roll, easy enough that people can conquer it in a single evening, and rewarding enough to keep people coming back. This is where the old EX fights for primals was at before Heavensward and the near end of ARR cranked up the difficulty for some reason, even though we had tons of people crying out for nerfing Titan EX back in the day. However, we are talking about the post 2.0 launch Yoshi P. Development direction, which appears to be a very scatterbrained jumble of game systems that lack a sense of unity or direction.
I'd go further on the last statement, but that involves Gold Saucer, crafting, anima, housing, and a lot of things besides just weeping city, including jobs.

Because its a healer check, the dot needs to be cleansed asap.As already stated the issues aren't the meteor by themselves but Ozma being able to toss meteors and triangle bombs at the same time in P2. When you get the bombs and have to move due to meteors, it just can t work. As a tank the only way I get through this if I have the bomb (as I have to tank the adds) is to use invincible and pray the situation doesn't occur again later in the fight.
Every single alliance I did it with wiped or almost wiped at that point.
That phase is pretty much, meteors come up, people put them left and back, dots come up healer cleans them, people stack, meteors explode, people spread out, 2nd dot wave pops, healer cleans them out. The issue is that people stack on the 1st dot and don't spread out for the 2nd. That's what wipes people.

Signed x1000000000.
And I thought World of Darkness was a fun 24-man. Weeping City is a ball. \o/ (Ah... No Ozma pun intended. ;;;; )
"・・・イイ!"
Let's be friends! Use my recruitment code to get cool stuff: R24ZGHF4
Signed.
Also, while your at it SE, how about just disabling the vote abandon function for 24 man raids. If someone wants to bail, they should just be ejected and replaced.
Pardon my ramblings here, but I thought a lot about this and threads asking for content nerfs, and I've noticed something as far as the dev team response. In most cases I've seen where patches or hotfixes come with nerfs, the one explanation I see consistently isn't "because the playerbase asked for this..." but rather:
"After observing clear rates..."
Considering this, while I support this thread and the intent behind it, if you guys really want this content left alone (same goes for Nidhogg), then push for Weeping City clears as much as you can. Show the devs there's nothing wrong with this content. Some things that would help as well:
1. Ask yourself, before you queue, "Do I have 120-minutes to spend in Weeping City?" If not, then don't. Trying to rush something like this in the first few weeks is just asking for disaster.
2. Be willing to explain and teach. If you're a Mentor, put that status to use, show the rest of the players that it's not just a pretty symbol you got to show off.
3. Calm down, put your head in a good place. Wiping is frustrating. Wiping multiple times is frustrating. Keep your cool, and ask if there's something someone doesn't understand after each wipe.
4. You set aside time for this, get serious about it. If your favorite show or whatever is about to come on, see my first point.
5. Weed out the weeds. If someone is intent on trying to start a fight, completely ignoring advice, causing wipes on purpose, or just plain harassing everyone, kick. Let other alliances know you need a moment before they pull.
6. If you're new to the instance, do your part. Ask questions, be willing to take advice, learn something from every wipe. Acknowledge when you've messed up and make a point to fix it.
7. Most of all, enjoy Weeping City for what it is. As time goes on the playerbase becomes more informed overall and it'll be easier and easier to clear.
I realize I'm not reaching even the most significant portion of those that play the game, but if you guys can hold your tongues, help others learn, be patient, and be willing to run this to the timer if it means clearing, then maybe we can show the dev team our appreciation for the step up in difficulty.
